[Bug 9159] ProgMan DDE interface is not implemented in Wine's shell32/explorer

This issue affects a huge number of older setup/installer programs. While the
resulting error messages are non-fatal in some cases (i.e. the user can
manually run the installed program afterwards), in many others the installer
aborts. That's a shame because Wine would probably be able to run most of the
programs fine.
