Things to note: * The "Pipelight" patches have been applied to my build of Wine. While I believe this is probably meaningless in the context of the Oblivion launcher (why would it need xattr?), code changes bear mentioning. * I have various d3dx9 DLLs and quartz overridden (perhaps I installed DX9 through winetricks long ago?)

If the patches help, then its most probably a duplicate. If on the other hand a specific winetricks recipe helps, then this would be very useful to figure out, which component causes the issue. Would you (or someone else) please retest with plain wine (without any additional tricks, in a clean wineprefix) ?

Built a completely vanilla wine 1.7.29 with the following configure command:
% ~/winesrc/configure --prefix=/opt/wine
Then ran the Oblivion Launcher with this command:
% WINEPREFIX="/home/nick/.wine-vanilla" /opt/wine/bin/wine ./OblivionLauncher.exe
The Oblivion Launcher behaved perfectly. Once I manually updated the registry so the launcher knew where it lived, I was able to change my graphics settings, load and unload mods, and even launch Oblivion itself. The overrides list in winecfg for this prefix is completely empty. It seems this bug has been resolved.
