Bricscad does not display the contents of the OLE objects. 
I suppose that the reason is in TLB_ReadTypeLib component loading error.

Are you starting the exe from out of the directory? That could be the reason
why it fails.

No. "Working directory" is the same place as .exe, .dll and .tlb files
