Its not really surprising that it doesn't work when the URL is wrong. It should be "wine-builds" instead of "winebuilds", see the installation instructions on the Wiki: https://wiki.winehq.org/Debian.

It was not installed package apt-transport-https
Glad that you figured it out. I'll close it as INVALID because nothing was changed in the packaging files.
