Star Trek Armada II Fleet Operations 3.1.4 has a new loader. See: http://www.fleetops.net/component/option,com_smf/Itemid,3/topic,8953.msg1491.... If you bypass it according to the description, then you can play the game.
Reason for the bug entry: On Windows XP it works without the bypassing.
Starting the game with
wine FleetOps.exe
quits wine very quickly.
Starting it with
winedbg FleetOps.exe
gets:

Removing the download keyword/link as Fleet Operations is a modification requiring the original Star Trek Armada II game (published by Activision).
