Workaround for Bug 23094

3. install with wine.

I've just test the download with a proxy and found that it is forbidden for
people outside our campus local network.

No, the error message is the same as before.

While trying to register the dll , I get a crash. Please see the attachment for
full log.

Hi,
installer of  Virtualbox also needs netcfgx.dll , what about change the bug
title to "multiple programs needs netcfgx.dll"? Or submit a separate bug?

If the stub dll was submitted. Then there would a new bug.

In fact iNodeSetup3.60-6208.exe can install without netcfgx.dll, though there
are some err messages. Maybe a invalid bug.

Maybe someone can start work on providing stubbed COM interfaces (INetCfg,
INetCfgLock, ...) which would be targeted by separate bugs.

DllRegisterServer, DllUnregisterServer have been implemented now.
