Yes, still present with KDE 3.5.9
Sorry, that wasn't very clear - I'm running wine-1.1.10 on a Gentoo box. I'm running with the desktop emulation off (though it doesn't seem to matter).
I tested it in Eve Online, which is a DirectX app.

--- Comment #8 from Austin English austinenglish@gmail.com 2009-01-15 10:53:54 --- Removing deprecated CVS/GIT version tag. Please retest in current git. If still present, update version field to earliest known version of wine that had this bug. Thanks!

--- Comment #9 from Colin Jepson coljep@telefonica.net 2009-03-30 04:04:21 --- This bug still exists in Ubuntu 8.10 and I am sure in all distros using the same version of wine.
Usability is obviously not important to the wine developers because this one has never been allocated to anybody.

You shouldn't make assumptions based on things like that. For what it's worth, I rarely even see any bug being assigned to somebody -- and even if they are, they usually get fixed by someone else. Yet, a lot of them are getting fixed.

--- Comment #11 from Colin Jepson coljep@telefonica.net 2009-03-30 07:05:00 --- I am sorry but it was reported in October 2007 and has been ignored since.
It just means that I cannot use wine so must keep an XP machine going, apologies.

--- Comment #12 from Nick nick@customdesigns.ca 2009-04-03 16:14:36 --- At the very least this bug could be confirmed, it's not difficult.
1) Turn on sticky keys in your preferred Desktop Environment 2) Fire up some simple text app in wine 3) Push shift 4) Release shift 5) Press a letter key, it should be upper case, but it won't be.
In my opinion this bug should have been fixed for 1.0. It literally makes using wine for some apps impossible for some people even though those apps may be listed as gold or platinum.

--- Comment #13 from jamesfranchino@fastmail.fm 2010-07-20 01:14:41 --- I can confirm this bug still exists in Wine 1.2 under Ubuntu 10.04 32 bit, and probably others

It is so easy to prove for yourself.
I have to have a Windows computer running because of this bug I use AceMoney but the bug is in Any application. Try Notepad.

--- Comment #16 from Nick nick@customdesigns.ca 2011-09-22 18:55:23 CDT --- This bug is now over 4 years old, still exists in every version of wine ever made. It took nearly 3 years just to get it confirmed, and that was over a year ago. It has been relegated as a minor bug which is quite frustrating as anyone who needs this feature will tell you it is decidedly not minor, it literally blocks certain users from using virtually any app within wine. It has not been slated for 1.2, nor assigned to anyone.
Is there any chance we might see this fixed, ever?

--- Comment #17 from biz@marcushamm.de 2013-04-30 03:57:07 CDT --- It is still not working so I have to agree with Nick. I am a writer, I need WINE for some programs that don't work with Linux and being handicapped I need sticky keys. This is NOT a minor problem, it renders Wine for most applications unusable for hose who depend on the sticky keys function.

--- Comment #18 from Max Mouratov mmouratov@gmail.com --- I can also confirm this issue as a person who has been suffering from it for countless years, across various Linux distributions and Wine releases. So far my solution was to use hardware virtualization (in VirtualBox) instead of Wine, as the issue is truly crippling.
