I encountered this one too.  I added commctrl.dll from Win98SE PRECOPY.CAB and
changed the config but it still fails.  According to the DLL Help Database
(http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dll...)
there is only one version of this file.
