It does things which are very hard to support without Wine being given additional information, and we have already done this debugging for you (eg the advapi32 thing which is impossible to fix without a DLL override).
I don't think this is really a bug. IE just needs a particular configuration to install correctly. Please raise this on wine-devel if you disagree.
