I didn't want to install steam, but rather I directly launched hl2.msi:
$ wine msiexec /i hl2.msi
As I am writing this, installation is proceeding correctly and setup is copying files.
(the only bug I noticed was a redraw issue with a couple of buttons and a bunch of xxxxx showing for component & component size info at the component installation selection screen)
