When running winecfg from a terminal, it doesn't launch and reports errors with
ALSA (log attached).

Please remove ~/.wine directory and try again.
What distro? How did you installed Wine? Those alsa errors you can ignore, they
are not the cause of the problem.

The distro is an up-to-date Arch Linux (not running [testing] or [unstable]). I
installed Wine from the repositories (0.9.47-1), and prior to reporting the bug
I removed wine through my package manager, cleared the package cache, deleted
~/.wine and reinstalled.

Run Wine this way and attach compressed with bzip /tmp/relay.log to this bug:
WINEDEBUG=+tid,+seh,+relay wine winecfg &> /tmp/relay.log

winecfg ran properly with that command.

Can you try to see what happens if you run:

WINEDEBUG=+relay wine winecfg &> /tmp/relay.log

I retried that command this morning and winecfg launched. Would the log be
helpful?

Not a problem in 0.9.56, which is the most up to date version in the Arch
repos.
