The application window of the download version of Steuer-Spar-Erklärung 2008 gets _NET_WM_STATE_ABOVE (with metacity) without reason and stays on top of all other windows, especially the application's own dialogs.
I'm very much looking forward to any supportive debugging hint and I'd like to give additional information.

This is a regression. The z-order was right in wine-0.9.48, but is wrong in wine-0.9.49 and later. (Though the app text was not drawn properly until later versions. The app is unusable in 0.9.48, but it's easy to see it doesn't have the z-order problem.)
Philipp, if you can build Wine from source, please try doing a git bisect to find the patch between 0.9.48 and 0.9.49 that broke this. See http://wiki.winehq.org/RegressionTesting and http://wiki.winehq.org/Recommended_Packages
