When launching it says:

wine .wine/drive_c/Keil/UV4/Uv4.exe 
fixme:heap:HeapSetInformation (nil) 1 (nil) 0

And a new window called SECSplashWnd appears on the taskbar that does not show
window.

Could you please upgrade to wine-1.2. The GUI of this program comes up  just
fine here, so i don't see this bug

Wine updated:

wine --version
wine-1.2

Same issue, the splash screen appears and keeps there, the main program window
does not appear, and the Xorg process seems to consume a lot of CPU.

hmm, runs fine here, see screenshot. I run wine-1.2-367-ge79af2f
. Either it has been fixed during the last days (not very likeley), or there's
something wrong on your side. Could you try install it on a complete fresh new
~/.wine?
