Like the summary says, when I'm in Steam overlay it doesn't respond to shift or caps lock, making all my characters stay in lower case and disabling some others. All other features of Stem overlay work, and this is just a minor inconvenience. If anyone knows how to fix, please tell me.

Confirming this I also opted into the beta today and this bug seems to be fixed. This seems to make sense since the beta changelog lists the following entry:

Steam and both games were installed under 1.3.15, I'm currently using 1.3.16.

Shift and CapsLock did not work in the overlay web browser address bar and google.com search field and also did not work in Steam settings opened from the overlay. (If the Steam settings are accessed directly in Steam the keyboard works as expected.)

Same behavior as described in my last post.
One thing that has not yet been mentioned explicitly: Ctrl is also ignored. Ctrl+x does not cut but results in "x". (If e.g. the Steam settings are accessed directly in Steam then Ctrl+x works as expected.)

This still occurs with 1.7.12 (in fact alt-gr is the only modifier which works), however I do not know which kind of log would help here.
