The whole Star Trek Armada II family including Fleet Operations till 3.1.3 uses the same sound engine (and causes bug 23244). Fleet Operations 3.1.4 uses FMOD Ex.
First I thought that my sound card is not properly supported. But I can hear the difference in the background music. The Star Trek Armada II has a sound which is "saturated" and noisy.

Aren't you using Ubuntu with the pulseaudio patch? That's not a valid test..

Even so the version is a lot newer than reported here
I have kubuntu 14.04, but do you mean my wine is patched or system in general?
I haven't installed pulseaudio patch myself, so it's system somehow. If there is such.
I retry with with newer wine. (used winetricks to delete all contain before trying)

I don't hear any sound related issues, but I see issues I didn't see last time. Screen is blank when I start the game, only big white arrow, but alt+tab or alt+f1 and back alt+f7 gives me a correct screen, but I have the effect that picture is drawn with palette that has low amount of colors (grim fandango was reported with this issue, which I did not have while trying).
Then git build
/wine --version wine-1.7.16
This time no blank screen, the game starts like it should, but there is the palette issue (or what's the correct way to say it?). I can't hear any issues with background music, but maybe there is light issue with the speech.

Ubuntu ships with Pulseaudio by default, but also ships a custom wine patch that adds a Pulseaudio driver: http://ubuntuforums.org/showthread.php?t=1960599
