Starcraft: Broodwar with current patch (1.16.1) and wine version 1.1.16 dosen't
make games it says latency is to high when people try to join but on a windows
computer on the same network it makes games.

In my experience, no, this isn't still an issue.  I've been able to make
battle.net games since at least the 1.1.30s and 40s, and I just tested it here
on 1.2-rc4, so as far as I can see this one is safe to close.

People occasionally get latency is too high messages when trying to join, but
I'm not entirely sure that isn't just an issue with battle.net (they can try
again immediately afterward and successfully join).  I'm pretty sure I recall
getting those issues when hosting games on Windows, too.

I have been able to make games no problem now it was fixed after wine version
1.1.20 but I did have horrible lat during the 20's and the 30's completely
fixed it and I don't have any problems with it any more.
