Had this Issue if trying to install on my D: which is mapped to /usr/local/games, after changing the Letter to e: it works to install Silkroad in E:\SilkRoad. Before trying around with that, try to install in default folder - should work.
BTW: The Silkroad-Installer works even with 200-/XP-Mode, so it's safe to switch to 98 after install is complete.
