A lot of map scrolling is done in Civilization:Call To Power. The map starts scrolling when the mouse nears the edge of the game window.
The problem is that once the game starts scrolling it immediately locks up and just continues to scroll around the map until you close the game. It does not respond to any more input past the time it goes into a scrolling freeze.
As for wine settings, I have tried every combination of Window settings: (un)emulated windows, (dis)allowing directx to stop the mouse from leaving the window, and so on. In the past I have tried many different dlls from a windows installation without any luck but i would not be able to tell you which ones as it was several months ago and i forget.

I went through the same process of trying all combinations of windowed modes and trying to prevent the mouse from leaving the window, etc.
