The behavior was documented in https://gitlab.winehq.org/wine/wine/-/wikis/Commands/explorer, and this is intentional.
In addition to the default "shell" desktop with a taskbar, there is a per-desktop "EnableShell" registry value that can be set to enable it as well. (see https://gitlab.winehq.org/wine/wine/-/wikis/Useful-Registry-Keys)
