I think this is the original behavior restored since
c31e65fd3bde71234668507a9e15780d567c0a51.

The behavior was documented in
https://gitlab.winehq.org/wine/wine/-/wikis/Commands/explorer, and this is
intentional.

In addition to the default "shell" desktop with a taskbar, there is a
per-desktop "EnableShell" registry value that can be set to enable it as well.

solved in my case and if anyone needs command for launch appear like this:

WINEDEBUG=-all wine explorer /desktop=shell,1024x768 Appetizer.exe
