With the wine-1.1.22 ubuntu 8.10 packages at winehq.org, dotnet20 installs ok (with winetricks dotnet20). With wine built from current git, it hangs with a message like "loader_section timed out". (I've only tried it on one machine so far.)

--- Comment #2 from Dan Kegel dank@kegel.com 2009-06-17 23:47:05 --- Rebuilt after upgrading to jaunty, all is well. Perhaps it was cruft from trying to build with gold instead of ld. I did remove all .so's, but I didn't do "make clean", so maybe something busted was left behind.
