I get an error that 'Windows installer was not found on this machine, please
install it and try again'. Running it a second time, however, works fine.

I am not seeing this same behavior. What method are you using to install it? I
am running simply 'wine data_guardian.exe'.

The same, in today's git.

If it actually installs for you, then you can ignore the fixme and close the
bug. This is in a VM, which sometimes has timing issues.
