Ubuntu Studio 19.10 is installed using Traditional Chinese interface.
Downloaded and installed the latest version of WinSCP 5.15.5 from https://winscp.net/eng/download.php
The Chinese characters in the dialog box appear as boxes, but the characters in main window are ok. (see picture 1)
The Chinese characters in folder also appear as boxes (see picture 2), not sure whether they are of the same root cause.

Hi Walter,
I retested WinSCP 5.19 with the current Wine, I think issue in the first picture you uploaded and issue in the second picture could be two different issues. And the first issue looks fixed now, see attached picture for detail.
And the second issue can be worked around by copying simsun font from Windows to `~/.wine/drive_c/Windows/Fonts/`.
Let's close this bug and file a new bug for the second issue?

I messed the order of picture uploaded by Walter in my last comment. I meat issue in the second picture (screenshot2) looks fixed.
