I've got the same bug when using winesetup. Idem when doing manually "cd /usr/lib/win/winesetuptk/; wish Main.itcl"
Here is the error message:

My config: - distro: suse8.1 - xinerama: 1) GeForce2 GTS AGP 2) Voodoo3 PCI
The behavior with either wine from Suse distro (20020812) and Suse RPM package by Marcus Meißner: ftp://ftp.suse.com/pub/people/meissner/wine/8.1/wine-20030217-0.i586.rpm
