wine's wusa.exe on wine-staging-4.20 is unable to install Windows Management Framework from http://download.microsoft.com/download/6/F/5/6F5FF66C-6775-42B0-86C4-47D41F2... which makes wusa.exe to return false and exit on invokation.
Windows Management Framework is dependency for powershell (https://docs.microsoft.com/en-us/powershell/scripting/install/installing-pow...) which is reguired for Magic: The Gathering Arena (https://appdb.winehq.org/objectManager.php?sClass=version&iId=37229) (https://bugs.winehq.org/show_bug.cgi?id=47820#c6)
Workaround is to use software that is capable of extracting cabinet files which is adapted in referenced MR -> Severity minor
Sidenote: 21112019 - wine's bugzilla doesn't have component wusa for bugs, assign once available

That's not what "regression" is for. The regression field marks the commit that caused a bug, i.e. it worked before that commit and now it doesn't.
Moving product to wine-staging since only Staging introduces any functionality into wusa.
