  I think this version already should use regedit, not regapi as a tool to import
  the entries. Check your wineinstall script.
  Anyway, both tools are based on the same code.

+ The cause of the issue is using single backslashes in file winedefault.reg as:

+ "SendTo"="C:\WINNT\Profiles\Default User\SendTo"
