Wine sets the following to 1 (activate) but does not include the function, so
the default should be 0.

HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/Policies/System/
EnableLUA

I found this when using Dragon NaturallySpeaking 12.5.

I'm confused. Upstream wine sets the value to 0; wine-staging sets the value to
1 and implements LUA. wine-staging doesn't display a dialog, but there's no
meaningful way in which we can, or need to. What exactly is the bug report
here?

So probably the problem I'm having will go away. 
This is a screenshot showing trying to start Dragon NaturallySpeaking 12.5.
I run Gentoo with wine-6.23 (Staging) which is the latest available. 
The screenshot shows what happens when EnableLUA is set to 1, for me.
