You are on Fedora, right?
As a guess i`d say it`s really fedora specific thing, maybe something is missing/wrong in the package? sha1sum ~/Desktop/Joxi.exe 3e15c93732943ae95888a54eddb3903d0b0b6570 /home/louis/Desktop/Joxi.exe

Did you test that in Wine Staging? There is no output to see any details, but 'sudo yum install wine' on Fedora (info from the bug reporter's message) would install Staging.

--- Comment #6 from Anastasius Focht focht@gmx.net --- Hello folks,
please retest again.
I wasted one hour of trying to reproduce with old Wine 3.18 but no avail.
* Fedora 28 distro provided package (includes Staging patches)
https://koji.fedoraproject.org/koji/buildinfo?buildID=1154117
https://kojipkgs.fedoraproject.org//packages/wine/3.18/1.fc28/x86_64/wine-co...
* WineHQ provided packages (https://wiki.winehq.org/Fedora)
https://dl.winehq.org/wine-builds/fedora/28/i686/wine-staging-3.18-1.i686.rp... https://dl.winehq.org/wine-builds/fedora/28/i686/wine-staging-common-3.18-1....
* own (local) Wine 3.18 builds (-fPIC / -fno-PIC / -fcf-protection) on Fedora 28 host
With all of them the app starts into user interface.
