The syntax is:
 msiexec.exe /i DATA1.msi

By the way, this can be discovered from the registry entry in system.reg:

[Software\CLASSES\Msi.Package\shell\Open\command] 1029084033
@=""C:\WINDOWS\SYSTEM\msiexec.exe" /i "%1" %*"
