Free game to download, and has penguins, so it must be awesome :).
Accept the license and start the installation. Immediately, get an error box: trace:text:DrawTextExW L"Error opening file for writing: \r\n\r\nC:\Games\TAGAP\data\sound\plugins\codec_oggvorbis.dll\r\n\r\nClick Abort to stop the installation,\r\nRetry to try again, or\r\nIgnore to skip this file.", -1, [(0,0)-(279,91)] 00000850
Ignoring the error, you'll get 3 more errors, all related to sound dlls (codec_oggvorbis, codec_wav, output_dsound, output_winmm). After that, installation seems okay, but the game doesn't run (which may or may not be related to this bug).
Starting the game gives an error dialog saying: Failed to unregister window class
then: Initialization failed
but I'll hold off on filing a bug for that until this one is fixed.

Btw., I see the same behaviour in WinXP (running under Virtualbox): it might be an issue with the installer itself.
