I just updated from wine 1.1.15 to 1.1.16 today and now NewsLeecher will not
run. I am using Ubuntu 8.10 32-bit.

1.1.15 is no longer is the repository so I cannot test and compare the output
messages at this time.

This seemed to be related to the Application Setting. I had previously set it
to Windows Vista while using 1.1.15 to test a different bug. After updating to
1.1.16 the program seems to not launch in that mode. Changing it back to XP
fixes this.

Vista mode is not well implemented. That's why default _IS_ Winxp.
Run the regression test if this is really a regression. You'll have to test
with wine-1.1.15 first.
