urlmon:protocol - The test_https_protocol() download sometimes fails and times
out on Windows:

protocol.c:3462: Test failed: expected Switch

Where 0x800c0008 == INET_E_DOWNLOAD_FAILURE

The download failure clearly causes the timeout, probably because the test
expects some sort of "download complete" notification.

This failure happened 4 times on Windows 7 and 8:
* 2022-06-10 w7u-es (twice)
* 2022-05-30 cw-rx460 (Windows 8.1, twice)

This download error can also happen in test_http_protocol(). More specifically
it always happens in one of these two tests:

* Testing http protocol (to file)...
* Testing https protocol (from urlmon)...
