A screenshot to illustrate the bug.

When running Civilization I for Windows there appears a parasitic black window
with "winevdm" caption. If to close this window, the game exits. In earlier
versions of Wine (0.9.61) the window did not appear.

The attached screenshot shows the bug.

The bug appears only when starting the game by clicking icon in the file
manager. When starting from the command prompt, there is no such parasitic
window.

Please attach content of that link you are clicking. Have you removed ~/.wine
directory and reinstalled your program?

Ubuntu 8.10. Fresh Wine install (1.1.8). The parasitic window still appears.

I've been seeing exactly the same behavior with several 16-bit apps. Is it safe
to assume it's this same bug affecting all of them?

It's very possible, but it's never safe to assume anything without testing.

Well then, what kind of test can I use to find out whether it's the same issue?

A regression test should be run to find the patch the caused the problem. Once
you've identified that patch, try reverting it and testing your 16-bit
applications. If all work, then they all have the same problem.

I tried the regression test, but I couldn't find a bad commit - every test I
ran still showed this bug. Just to double-check, I did another regression test
from 0.9.60 to 1.0-rc1, but I still came up empty-handed...

I finally found the commit that caused this behavior to appear, though I had to
go a bit further back than 0.9.61:

Perhaps it became visible in 1.0-rc1 due to some other change, such as a change
on the bug reporter's system to open Windows programs with "wine start /Unix"
as opposed to just "wine"? I can see it by running wine start [/Unix]
some_win16_app.exe, whereas there's no extra window when using wine
some_win16_app.exe.

A more readily-available way to see this winevdm window is by running "wine
start winhelp" (though the winhelp window may appear in front of it). Still
present in 1.3.18.
