It's somewhat about api-ms-win-crt-locale as far as I understand,
Tried 1.9.22 and staging as well,
Checked WineHQ about Photoshop CC 2015, installed as intended, added important
libraries, no luck.

Can you run the application via your terminal and add the terminal output as an
attachment?
