SimCity 3000 installs fine, but when trying to play the game, the following 
message appears and the program exits.

err:exec:SHELL_ExecuteW cannot set directory L"c:\Program 
Files\Maxis\SimCity 3000\Game\SC3.EXE"
err:exec:SHELL_ExecuteW cannot set directory L"c:\Program 
Files\Maxis\SimCity 3000\Game\SC3.EXE"

If I can make a guess, I would say it cannot set the directory because the 
path refers to a file.
