Any program that I run in wine is not recognized by wmctrl -l or alt-tab. Consequently I cannot use either of those methods for selecting a wine window to be active.

I haven't done anything out of the ordinary to winecfg. It makes no difference whether I allow the window manager to decorate/control the windows. (Although that does make a difference to flickering in my Steam menu).

I had "Allow the window manager to control the windows" disabled, in order to workaround the Steam menu flickering problem that is mentioned elsewhere in bugzilla. I was correctly enabling and disabling it, but because Steam stayed resident in the tray throughout my experiments, rather than being reloaded, it was not being affected by the changes.
So the solution is: Enable "Allow the window manager to control the windows", and learn to put up with flickering.
