Since the upgrade from wine 4.17 to wine 4.18 (both devel and staging) Eve Online cannot be launched by its native linux launcher. This happened for several users; one of them reported that a relevant error message is
0009:err:module:import_dll Library blue.dll (which is needed by L" C:\\tq\\bin\\exefile.exe") not found
This regression is resolved after downgrading to wine-stable 4.02.
My system is ubuntu 19.10 with nvidia card, using proprietary drivers and updated dxvk.
