See the new attachment (will be posted shortly). You can see it whines about missing MSVCR71.dll. But I downloaded a native version this DLL and the result was almost the same, only difference was that it didn't complain about missing MSVCR71.dll.
So, as the problem seems to be with MSI, I changed the component accordingly. Even though this bug is very similar to #5768
