Try using a clean wineprefix. Seems to me it's loading a driver every time you
launch programs, whereas the driver are using some unimplemented functions.

Google says this iocbios2.sys belongs to ``intel extreme tuning utility`
I couldn`t get this installed (installer fails) but I think the attached stub
should be enough to fix this crash. I will send it to wine-devel

@Reporter of bug: could you tell us what app(s) you installed that installed
this iocbios2.sys?`

If you run into subsequent crash(es) after this (using soon released) wine-3.20
