These changes result in: "A required windows component is disabled on your machine" in a box when gfwl loads.

GFWL marketplace is possibly looking for the login assistant at: 0024:fixme:ras:RasEnumConnectionsW RAS support is not implemented! Configure program to use LAN connection/winsock instead! And then just refusing to run?
