The official wine version does not show up when searched for. Only the winehq link works but when used to install, it says Wine is not installed even though it is (it says remove in the top right of Discover Store) and says to delete user data because Wine could not be found. The link that did show up is outdated and unverified.

According to reddit [1], it's a linux app store that pulls the packages from flathub.org.
There is a wine flathub package available from flathub.org [2].

Discover Store manages flatpacks from flathub.org. Other than that SteamOS is arch-based and use pacman to manage packages from the arch repositories.
Winehq.org neither provide flatpacks or arch packages, so yes, the issue is invalid.
I don't know how the bug reporter installed the 'official wine version' packages, but if it's not a flatpack, then the Discover Store can't manage it. The bug reporter will have to use the pacman application to manage the arch package.
As for the availability of the different versions, that is up to the arch package/flathub maintainers. It seems that the arch package is up-to-date [1]. The arch package should be fine to use on the Steamdeck, but if the bug reporter has an issue with that and would like the flatpack to be updated, he should bring this to the attention of the wine flathub maintainers [2].
Note that the Discover Store is developed by KDE, any issue with it should be brought to them [3].
