[Bug 7382] Star wars empire at war fails to initialize sound

With wine 1.3.27 I can install the game sucesfully and it runs without any
stuttering . I did use the default instalaltion though and have d3dx9_36.dll in
system32. Removing that dll does not seem to have any ill effects-  I tried the
strategic overview and a 30-second tactical battle.
