There is something wrong with interpretation of
/etc/wine/wine.userreg
because in Registry Editor
keys Control Panel and Software are not under .Default but just under 
HKEY_USERS.
In result  H_KEY_CURRENT_USER has no access to them and for example it is not 
possible to install MS Office 97 (try setup /G ).
