It appears that the file doesnt exist when it tries to call/load/reference/find the file and so no operation can be done.. I am not sure of the correct fix for this, but I will confirm the bug.. And since this isnt totally related to my bug in the StarCraft Installer, im not marking it as a dupe. Although you should look at bug 717 for some more info.
