just revisited. Yes, the patch helps to fix negative EDIT_EM_Scroll after SB_PAGEDOWN. Program starts up only to run in another weird user32/window problem.
Small window is displayed with no content. Double click the window caption and program systray icon will appear. Double click program systray icon and the program main window will correctly show.
Is there a reason the patch from http://winehq.org/pipermail/wine-patches/2007-September/043517.html didn't make it into repository? If the changes make it into GIT, this bug can be closed (and another opened for main window issue). AFAIK no copy protection issues left.
