I'm not sure what font face are you using to display above characters. But,
glyph substitute information for vertical writing is in GSUB table in TTF (or
OTF) file. So, could you verify the font face supports vertical writing?

Akira, could you please provide some information on how to reproduce this? What
application you're using and with what font. Otherwise, this is abandoned.

I use 秀丸エディタ , Japanese Text editor.

On 1.755, this is fixed.
