Just like with bug #46617, I tested this bug with the GOG.com version. Unable to reproduce with the demo version.
The game freezes with high CPU usage when I'm trying to change screen resolution or anti-aliasing level in the Video Options menu.
According to my testing this was caused by

wined3d: Store the index buffer in the wined3d_stateblock_state structure.
The patch can't be reverted cleanly, but the problem doesn't exist with the previous commit.
