After starting the steam.exe, and launching Sid Meier's Civilization IV Steam (Beyond the Sword), it stops without and message, and never appears on process lists (atop, system monitor, &c.)
Sid Meier's Civilization IV Steam (Beyond the Sword) ran fine on 1.2
Wine 1.3.0 was upgraded using Synaptic package monitor.

I checked overrides in wine configuration and none. So I ran winetricks and installed the following overrides: d3dx9_nn and msxml(3,4,6).
I reran the regreesion and got these results:

I used wine-tricks to insure the dlls loaded were identical to a lucid clean install on the same hardware Running wine 1.2, steam and Civ4 BTS. This regression produced the follwong results:

Please perform another regression test, that patch can't be the culprit. To make sure try to revert the patch and retest.

1st I compiled 1.2 and Civ4 BTS failed, so I concluded there was a compilation error. I mucked about getting a working compilation (32bit on 64bit Lucid) and finally got 1.2 to compile and run Civ4 BTS successfully.
Then I compiled 1.3 and it worked.
I now suppose the 1.3 from Ubuntu repositories is faulty wrt Civ4 BTS.
I will file a bug on ubuntu.

Since this is not the "regular" wine version for ubuntu, I just emailed Scott Ritchie and decided not to file a bug.
