When creating a new wine 32 bits prefix with winecfg

old versions of windows are missing:

Windows 95 is available with wine-git  727168a9e116a43f851df2673a9169ad280a9ec8

I have not done a regression test yet: 
I know only that wine-git  727168a9e116a43f851df2673a9169ad280a9ec8 works as
expected.

It looks like that even if WINARCH=win32 is appended, a 64 bit prefix is
created.

Just to be sure, you meant WINEARCH, right? If so, that would be a bug,
otherwise you just misspelled the variable.

I just checked and for me, in a 64Bit prefix, Windows XP is the oldest version,
which is correct.

In a 32Bit prefix, the oldest is Windows 2.0, which is also correct.

So it seems this bug is INVALID, can you confirm?
