I attached a problem demo (exe + source). Sorry it came out twice. It is a little MFC application as generated by the App Wizard of MSVC6. I removed everything unnecessary, so the program does nothing really. In the exe the MFC are statically linked.If you size the window to ~half its original size, so that scroll bars appear, and then try scrolling, you will see the static border disintegrate and the button even disapears after a while.
