There's nothing in the Docs at all, but there is a Perl link that seems to be have been set up to remedy this issue... that looks like it might be broke too.

No need. There is a much simpler solution: set the docs_urlbase parameter to http://www.bugzilla.org/docs/3.4/en/html/. And if you don't want the Help links to be displayed at all, just leave this parameter empty.
